Peru’s top court restores pardon for ex-President Fujimori

On Thursday, Peru’s Constitutional Court restored a 2017 pardon on humanitarian grounds for former President Alberto Fujimori, convicted of murder and corruption.

Fujimori was scheduled to be released in 2032 if he served his full 25-year sentence, but was pardoned in 2017 by former President Pedro Pablo Kuczynski because the now 83-year-old was suffering from a heart condition. The pardon was overturned in 2018 and he was returned to prison before being reinstated on Thursday. Lawyer Cesar Nakazaki said he expects the release to take place on Monday or Tuesday following some procedural matters.

Supporters of Fujimori rallied outside the prison, while others in Lima protested the court’s decision. Current President Pedro Castillo wrote on Twitter: “the international justice bodies to which Peru is attached must safeguard the effective exercise of justice for the people.”

Fujimori was president from 1990 to 2000. He went into exile in Japan for five years until he attempted to return for another presidential run. He was arrested in Chile and extradited to Peru.

Massachusetts lawmakers enact plan for universal health coverage

Friday, April 7, 2006Legislators in the Massachusetts General Court, their name for the state legislature, approved legislation on Tuesday, April 4, that would make it the first state in the United States to require all residents to have health insurance and impose penalties for non-compliance. Massachusetts Governor Mitt Romney, a Republican who is expected to run for U.S. President in 2008, is expected to sign the bill.

The bill passed the lower house, the Massachusetts House of Representatives by a vote of 155-2, and unanimously by the state senate. The Democratic Party holds supermajorities in both houses of the legislature.

Among the bill’s provisions are these:

  1. Businesses that employ more than 10 people are required to provide health insurance for all staff or face fines of $295 per year per uninsured worker.
  2. Individuals will be required to enroll in a health plan by July 1, 2007, or face tax penalties.
  3. Health insurers will provide partially to fully subsidized coverage for low-income residents.

At least one other state (Hawaii) requires employers to provide employee health insurance, but no other state holds individuals accountable for coverage.

Toyota poised to recall 270,000 Prius vehicles

Japan’s Nikkei newspaper reported that Toyota is poised to recall 270 thousand gas-and-electric Prius vehicles (model ZVW30) sold in the US and Japan between May and December 2009, due to a flaw in the car’s anti-lock braking system.

Takayuki Fujimoto, a transport ministry official, said the government has yet to receive a recall notice from Toyota. “Nothing has been decided on whether we will recall or not”, he stated. Toyota cannot announce a recall in Japan until it notifies the ministry, but said it was currently discussing how to deal with the issue with Japan’s transport ministry and U.S. safety authorities.

Toyota has faced a US lawsuit alleging it covered up safety problems. The U.S. National Highway Traffic Safety Administration launched a formal investigation into the braking problems on Thursday after 124 complaints from consumers.

Since May 2009, two hundred thousand new Prius cars (model ZVW30) have been sold in Japan and another 103,200 in the United States.

Researching or asking about your problem online is bound to retrieve the most up-to-date answers — especially if you use the manufacturer’s website or a knowledgeable forum.

Questions can be both broad and specific, from the longest range on an electric vehicle through to how to change a tyre yourself, or even how the future of driving may look.

When seeking the answer to a detailed problem or question be as specific as you can; this will help to ensure that you are not bombarded with general information. Be discerning with reliable sources — trusting only reputable websites — and when in doubt do not hesitate to seek the advice of your garage.

For many drivers, the simplest and most effective way to troubleshoot a problem with their car is to take it straight to an expert.

The former Mayor of Sefton in the United Kingdom has been jailed for fraudulantly obtaining state benefits.

John Walker and his wife Catie, were found guilty of conspiracy to defraud at Liverpool Crown Court and of exaggerating ill health to obtain disability living allowance.

The Judge Brian Lewis described the fraud as “a disgraceful breach of trust”.

He was jailed for 15 months for conspiring to defraud £32,871.85 in Disability Living Allowance together with a six months concurrently sentence for conspiracy to defraud £4,000.25 in Income Support.

His wife, Catie Walker, was jailed for eight months for the DLA offence and a concurrent four months for the Income Support swindle.

Former Formula 1 designer unveils new electric car

Former Formula One McLaren designer Gordon Murray has unveiled a new all-electric car.

The car model, which is known as the T.27, is due to be developed over the course of the next 16 months with four prototypes. The process that will be used during the course of the manufacturing of the vehicle is called iStream. The technology iStream had been invented by Gordon Murray in 1999 and means that all the parts are designed using a computer.

The project has approximately received £9,000,000 (US$14,919,000) in investment. The electric car is designed for urban purposes, such as in cities or towns. The weight of the vehicle is just 600 kilograms. It has the ability to travel at speeds of up to 60 miles per hour and can go for a maximum of 100 miles between recharges.

The designer thinks that motorists will some day be travelling in vehicles like this. Murray believes that the new car will be ‘the most efficient electric vehicle on earth’.

Time is a huge factor for working professionals. Between their jobs, family, and extracurricular activities they tend to keep very busy. Adding school on top of their already busy schedule is a huge commitment. There is a lot to consider when applying to different graduate programs. One must take everything into consideration and choose the best program for them. Since online education has become very popular with adult students we decided to talk about what one should expect when enrolling in an online class. We will take you through a week of an online student.

Going back to school can be a daunting task. Most people already have enough going on in their lives, let alone adding an extra 20 hours a week for education. Contrary to popular belief, online classes tend to be more difficult to most people who have done both online and traditional classes. Students state online classes need more attention, dedication, and motivation to be successful in them. They argue there is no one telling you when to log in and complete your assignments so it is easier to forget about them. In a traditional class you have to attend class at least once a week, sometimes more. The professor requires you to show up for their lecture or you lose participation points. In an online course everything is virtual-based, including your classmates and professors. You typically never meet any of them. So what is the motivation to do well in your group work if you are never going to have to answer to your group face-to-face? This is just one dilemma an online student faces.

Where you are in your life could have an influence in your choice. Are you a professional working 40+ hours a week or a new college student attending classes full-time? This could impact whether you choose an online or on-campus program. Also, what do you want your degree in? Can you find a local school that is known for its business programs or will you have to take online classes or relocate? These are tough questions to answer. Heavy research is typically involved when finding the best school that fits all of your needs.

Continuing your education is very important. It should not matter what the economy is doing. It is a best practice to be as up to date as possible on industry trends when making decisions for your company. You want to make an informed decision as opposed to an uninformed decision. The best part is, many employers will pay for an online education these days. You may have to commit to them for 1-2 years after completing the degree, but a free education is well worth it. You take the class, receive a passing grade; and then your company reimburses you for your tuition fees. It s that easy. During the past 5-10 years online education has dramatically increased in enrollment. There are now more programs available to online students than ever before. Adults in particular, are very comfortable using the internet on a day to day basis. They typically use it at work or with their children. So doing their education over the internet is no big deal for them. It is more convenient than having to travel to a physical campus to attend class. If you are trying to balance your family, job, and school, this is a huge factor when deciding how to complete your degree. The internet is a great tool that has evolved and developed over the past 20 years. Not only can you do your degree online; you can do all of your research as well. It is a great tool for everyone to use.

In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products in June. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing.

Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underwear. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a fourfold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance.

This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year.

Prior to January 1, a global quota system helped regulate the trade. With the quota system gone, fears have arisen that a flood of Chinese goods could undercut U.S. competitiveness in the market. China is able to market its goods cheaply due to an artificially weak yuan. The U.S. Treasury criticized the China yuan policy as “highly distortionary”, posing a major risk to China’s economy itself and to global economic growth. They challenged China to revalue its currency to bring it to a level they believe will allow fairer competition between global manufacturers.

China has disputed the charges of the U.S. Treasury. Chinese Commerce Minister Bo Xilai said, “I believe they are not reasonable”.

Laura Jones, a representative of large retailers, also criticized the move, saying “These restrictions on imports from China will do absolutely nothing to help the U.S. textile industry — and the government knows it.”

China has seen a boom in economic growth in recent years due to growing trade surpluses with the West, but economists worry that the trade gap will cause longer term global economic problems. China’s textile and apparel exports are the most noteworthy example, with exports up over 1,000 percent in some categories this year and the rapid loss of marketshare and jobs by U.S. textile manufacturers.

Beginning in 1978, the Chinese economy has been transforming from a Soviet-style centrally planned economy to more of a free market style system, under the rigid political control of Communist Party of China.

To this end, the government has leveraged foreign trade to stimulate economic growth. The result has been a fourfold increase in GDP, making China the sixth largest economy in the world. By 2012 the People’s Republic of China may have the highest GDP in the world.

According to U.S. statistics, from 1999 to 2004 China’s trade surplus with the U.S. doubled to $170 billion. Wal-Mart is China’s seventh largest export partner, just ahead of the United Kingdom.

However, the gains from their “socialist market economy” have not been without problems. The Chinese leadership has often experienced the worst results of socialism and capitalism: bureaucracy, lassitude, corruption, and inflation. Inflation rates have been an on-going challenge, reaching as high as 17% in 1995.

Environmental deterioration is a longer-term threat to economic growth. In 1998, the World Health Organization reported that China had seven of the 10 most-polluted cities on Earth. Another concern among some economists is that China’s economy is over-heating, and due to its global economic expansion this could have major repercussions among other nations.

Typically, wages have been low and working conditions poor, with workers living in restrictive dormitories and working at boring factory jobs. However, recent labor shortages have started improving conditions, and raising the minimum wage towards the equivalent of 100-150 US dollars per month. The labor shortages are in part a result of a demographic trend caused by strict family planning.
