Coalition ups ante on Australian school tax rebates

Australian opposition leader Tony Abbott has pledged private school relief if the Liberal/National coalition wins the upcoming federal election. The pledge came in response to the Australian Labor Party leader, and current Prime Minister, Julia Gillard proposing a uniform and school equipment tax break expansion.

Abbott’s proposal includes an offer of tax rebates for sending a child to a private school. For students in primary school, prep to grade 6, the rebate will rise to $500 Australian a year per student and families will be then able to claim 50% rebate up to $1000.

“We are expanding the rebate so it can be claimed for school fees and also for other educational costs such as tuition and special educational costs for children with, for instance, dyslexia,” Abbott said at a press conference in Brisbane.

Before the election was called, Gillard had aimed to pledge $220 million over four years to expand the current tax breaks to cover refunds each worth $390 for primary school uniforms and $779 for high school uniforms, as well as refunds for other school equipment like texts books and computers.

“We all know that uniforms can be an expensive part of sending kids to school, but this change, along with the existing refund for textbooks and computers, will help families with that cost,” stated Gillard.

An opposition spokesperson claimed that the “obvious flaw in Labor’s policy is that it only applies to stationery, computer expenses and uniforms […] You know as a parent that you need help for a whole range of expenses. Extra teachers for children with dyslexia or the costs of doing music and all the other expenses like excursions and so forth.”

The expansion is expected to cost $760 million in total and one that Abbott claims needs to happen as “cost of living pressures tend to be greatest when your kids are at school”.

A three-day United Nations (UN) summit, bringing together leaders from 181 countries, has wrapped up with a pledge by all attending countries to address the global food shortage crisis. Key actions cited include doubling the world’s food production by 2030, providing resources for farmers in poor countries and increasing humanitarian aid in times of crisis.

Protests and violent riots have resulted in parts of the world in recent months due to increasing unaffordability, and sometimes unavailability, of food. It is estimated that 862 million people, or just over one eighth of the world’s population, are malnourished.

According to UN Secretary General Ban Ki-moon, up to US$20 billion will be required annually to avert crises in the most hard-hit areas. The UN Food and Agriculture Organization (FAO) has put the figure closer to US$30 billion. Pledges made just at the summit amounted to more than US$5 billion, according to the UN.

Despite the largely positively-received outcome of the summit, held in Rome, Italy, there were some who felt that the proceedings could have gone better. Several non-governmental organisations (NGOs) pointed to the fact that they were not invited to partake in the discussions. Food and hunger policy adviser Magda Kropiwnicka of ActionAid commented on the strength of the final pledge: “There were no quantifiable financial commitments. Apart from the existing UN Food and Agriculture Organisation funds, no money has been given to address the key problem of boosting capacity.”

While most delegates agreed that biofuels have been one of the causes of the food crisis, no actions were agreed upon to address this hot topic. Biofuels have been increasingly in demand in recent years, meaning that many crops that would have previously been used for food are now being used as fuel.

The impact that biofuels has goes further than simply increasing the demand of food crops. As fuel prices increase, so do the costs of fertilisers, farm vehicle use and the transport of foods. All of this adds up to a large increase in the cost of food.

Some UN officials say that biofuel use has caused up to 30% of the global food price inflation of late. The United States estimates that figure to be closer to just 3%. The Globe and Mail newspaper indicates that some estimates go as high as 60%. The only consensus that could be reached on biofuels is that they provide both “challenges and opportunities”, and need to be looked into further for a conclusive analysis on their impact on food production.

Other factors increasing food prices are increased consumption of meat and dairy products in developing nations like China and India. Argentina noted that subsidies granted to farmers from the US, the European Union and other Western countries have also been a major player in the increase.

On Monday, the Pakistan branch of the Taliban captured a supply convoy of thirteen trucks and two armored Humvees bound for NATO troops, without incurring a single fatality. They made off with millions of dollars worth of sophisticated military equipment, according to The Washington Post.

Approximately 60 masked militants belonging to Tehrik-i-Taliban blocked off part of a roadway in the Khyber Pass. The Taliban forces overran the Pakistani security forces, who were moving the shipment to an American military base, and briefly took the truck drivers prisoner. Although gunfire was exchanged, there were no casualties on either side. After releasing the drivers, the militants opened several captured cargo containers of wheat, distributing most of it to local residents.

The attack, which took place in the North-West Frontier Province, occurred several miles outside the border town of Jamrud. It was celebrated by the victorious fighters who photographed themselves with the captured equipment.

Pakistan’s federal government, which has recently stepped up efforts to contain the lawless tribal province, dispatched helicopters and 500 troops to try and track the hijacked convoy. One local child was killed, and four civilians wounded, by the gunships. The Taliban fighters were reported to have abandoned an American Jeep and one of the Humvees along the road, which were subsequently taken back into possession by Pakistani troops.

The Pakistani newspaper Dawn published a scathing editorial attacking the army’s incompetence and heavy-handed response to the embarrassing loss, referring to the attack as disturbing “both for its audacity and possible implications.”

Peng Chang-kuei, a Chinese-born chef credited with creating the internationally popular dish General Tso’s chicken, was yesterday announced to have died by his son.

Chuck Peng told The Associated Press his father died of pneumonia in Taipei, Taiwan on Wednesday. The chef fled China to Taiwan in 1949 and invented the dish shortly thereafter. In the 1970s Peng opened a New York restaurant, which he claimed was a regular haunt of Henry Kissinger. Peng credited Kissinger with the dish’s popularity.

Peng conceived the famed dish, which is unknown in China, as unfried. Garlic and soy sauce provided flavour, as did chillies. Today the chicken is served across the US as fried chicken in a sweet, sticky sauce. The chillies remain, with broccoli also appearing. Peng named it after Zuo Zongtang from his native Hunan Province; Zongtang assisted in suppressing the 19th-century Taiping Rebellion.

Peng said the meal was invented for a US admiral visiting Taiwan. Over three days, Peng was contracted to produce several banquets, with not one repeated dish. After exhausting traditional chicken dishes Peng said he created what became General Tso’s chicken as an experiment.

In later years he ran Peng’s, a chain of Taiwanese restaurants. General Tso’s chicken also remained popular across the US. His son claimed he remained working in the kitchen until a few months before his death, at 97. In a documentary two years ago, shown photos of General Tso’s chicken served in the US in modern times, he remarked “This is all crazy nonsense.”

Running away from his farming family in Changsha, Peng trained under Cao Jingchen. He fled communist rule that followed the 1930s Japanese invasion. He fathered seven children, six of whom remain alive, from three marriages. Chuck Peng described his father as “very good to other people, [but] very hard on his family.” Peng Jr. spoke of a “very demanding” man who “thought other people’s cooking was no good.”

Two years ago the Taipei City Government awarded Peng an Outstanding Citizen award. Peng, then 95 and unstable, collected the award in person and delivered a speech in Mandarin Chinese.

As families fled their homes in the early morning hours on Thursday October 26, there was no warning. The Esperanza Fire southeast of Los Angeles and West of Palm Springs, California, had ballooned under the influence of Santa Ana winds to more than 19,000 acres as of the morning of October 27. No time to get the animals, no time for crates or even a leash. Sadly, owners left behind not only their horses, lamas, donkeys, chickens, rabbits, but also their dogs and cats.

Many of the families who did manage to evacuate their pets found themselves in the parking lot at the Fellowship in the Pass Church Red Cross Shelter where a MuttShack Animal Rescue team caught up with them.

Pam Anderson, Director of the emergency Red Cross shelter said that many people with animals had come and left.

The air was thick with smoke, and ash was raining down on the parking lot where dog owners, not able to take their dogs into the shelter were camping out in pup tents andin their cars.

Those who could afford it checked themselves into pet friendly hotels in nearby towns.

Some were prepared. Jane Garner, a small dog breeder was able to get all her animals out, and had set up her puppy runs alongside her RV in the parking lot. Others were not doing too well, having left home without as much as a leash.

The same scenario played out at the Red Cross shelter at Hemet High School. Animals were being boarded in vans, trailers and cars and small travel crates.

When MuttShack Animal Rescue arrived, a small fracas had sent several dogs off in different directions, running out of the school parking lot down busy streets necessitating an instant rescue response.

The Incident Command for the Esperanza Animals, Ramona Humane Society in San Jacinto welcomed MuttShack‘s offer to help at the shelters.

Ramona Humane Society had recently published a notice in their Newsletter about the newly passed “PETS Act”and warned owners not wait until a major disaster such as an earthquake or fireto prepare. “Be proactive to ensure that your pet will be taken care of.”

MuttShack and PetSmart Charities set up ad hoc facilities for the animals at both shelters.

The Red Cross shelter, run by Madison Burtchaell of the Orange County Red Cross was very accommodating about allowing a small emergency pet shelter adjacent to the School.

Barbara A. Fought of PetSmart Charities, an organization that works with animal welfare organizations and provide assistance in disasters, provided crates and emergency supplies.

MuttShack and Red Cross volunteers, Martin St. John, Tom Hamilton, and Steve Meissner helped assemble the crates to secure a safe environment for evacuated pets.

It was a great relief for evacuees who had camped out in the parking lot to finally leave their vehicles and relax at the shelter, setting up their cots to grab some sorely needed rest.

Firefighters and residents reported loss of wildlife and animals. The Esperanza fire burned 34 homes, consumed 40,000 acres and cost five Firefighters their lives before it was contained four days later on October 30. Firefighting operations cost nearly $10 million.

A van packed with explosives blew up at a trade fair center in the Spanish capital, Madrid shortly after 9:00 a.m. Monday. The blast was preceded by a phoned in warning from the assailants, which allowed police and fire crews to evacuate the area. Authorities believe the ETA (Euskadi Ta Askatasuna), a Basque separatist group which is on the United States list of foreign terrorist organizations, is responsible.

The attack comes three weeks before Basque regional elections and a day after the Spanish Supreme Court banned two nationalist party members from running for office in the upcoming election.

The van exploded around 9:00 a.m. local time (3:00 a.m.EST) outside the HQ of the building company Ferrovial Agroman, at the Campo de las Naciones. A warning about the pending attack was phoned into the city’s local chapter of the Red Cross about 90 minutes before the explosion. The caller said the bomb would explode at 9:00 a.m. local time. No one was injured or killed, but the blast shattered windows in buildings and destroyed about 30 vehicles surrounding the blast zone. A nearby railway line and a bridge were also damaged.

Ferrovial is involved in building a high-speed train line in the Basque region, a project criticized by leftist Basque nationalists and ecologists and targeted by ETA in previous attacks. In December 2008, Ignacio Uria, a businessman linked to this project, was shot and killed. The ETA claimed responsibility for the attack. Ferrovial has not commented on the incident.

At its head is the Australian Statistician. The current Statistician, Brian Pink, started in his position on March 5, 2007, following the retirement of predecessor Dennis Trewin. Wikinews recently caught up with Brian Pink to talk with him about his first year in the position, as well as his previous tenure as Government Statistician at Statistics New Zealand, and the state of mathematical education in Australia.

An advertisement for Dove beauty products has been viewed by well over three million people, without ever being on television. A copywriter from Ogilvy Toronto, the advertising agency that created a spot named “evolution”, uploaded the advertisement to video sharing website YouTube.

While the official upload of the ad itself has been viewed 1,119,262 times, there are dozens of copies of the ad on YouTube, adding to a minimum of 3,059,546 views. The official copy of the video is the website’s 12th most viewed this month, 53rd of all time.

Unofficial uploads have each received high levels of viewership, with 449595, 445322, 207906, 201670, 195265, 116501, and 102634 plays.

The agency did not originally intend to upload the video to YouTube, only display it on the company’s homepage. Staff member Tim Piper uploaded it to his account on October 6, about a week before it first got media coverage on Good Morning America.

The ad begins with a woman walking into a photo shoot. From there, she is primped and plucked by hair and makeup artists, then tweaked on a Photoshop-like program. The photo-manipulation is then posted on a billboard for the fictional “Easel Foundation Makeup” brand. Two young, teenage girls walk past, glancing at the board. “No wonder our perception of beauty is distorted” ends the ad in text, “Every girl deserves to feel beautiful just the way she is.”

The creative team for the ad included Tim Piper, Mike Kirkland, Janet Kestin, Nancy Vonk, directors T Piper (treatment and post production) and Yael Staav (live action) from Reginald Pike, Soho post production, Rogue editing, Vapor music, Gabor Jurina and Make-up: Diana Carreiro, and Reginald Pike.

The official French copy of the ad has only received 132 views, although it was only uploaded on November 2, 2006.
